Tax justice advocacy: a toolkit for civil society

The purpose of this toolkit is to strengthen the capacity of civil society organisations to:

- understand and analyse the issues surrounding tax in a given country

- develop advocacy strategies for tax justice

- do tax research

- plan and undertake different advocacy activities (for example lobbying, campaigning and media work)

- learn from the experience of others already doing tax advocacy.

STOP tax dodging brings your voice together with the voices of hundreds of thousands of people across Europe in a joint effort to trigger political action in Europe on a problem affecting millions of the world’s poor.

Part 1: Understanding Tax and Development

This guide provides an introduction to tax as a development issue. It explains how a lack of tax revenues is damaging the lives and prospects of poor people across the world and explains why tax has become so central to the task of ending global poverty.

It focuses on a key problem which European civil society can help to address: illicit capital flight and tax dodging by multinational companies – many of them European.

Part 2: Advocacy for European NGOs

This guide aims to encourage European non-governmental organisations (NGOs) to get involved in advocacy to stop tax dodging which damages the lives of poor people throughout the developing world.

Alongside a focus on European institutions it provides information on national and global level opportunities for advocacy to reform tax rules.

Part 3: Building a popular campaign

This guide focuses on how campaigning can build popular support for tax reforms.

Aimed at both NGOs and activist groups, it looks at best practice in campaigning, outlines seven steps to success, suggests political targets, and briefly explores online campaigning methods.
