European Development Days: Debate on Tax Justice for Development

Together with ActionAid, Eurodad is organising a debate on Tax Justice for Development at the 2017 European Development Days. The debate will take place on 7 June from 18.00 – 19.15.

The debate asks:
“How can the EU ensure policy coherence for development to support developing countries in their fight against tax dodging?”

The starting point of the debate is the fact that tax dodging by multinational corporations and wealthy individuals is undermining development. Estimates show that developing countries lose hundreds of billions of dollars each year. However, Domestic Resource Mobilisation, with tax at its centre, has been put high on the development agenda during the UN Conference on Financing for Development in 2015 and highlighted as the key to the delivery of the Sustainable Development Goals.

The EU has pledged support to developing countries’ fight against tax avoidance, but is it really doing what is needed? How are the current tax and transparency policies of the EU and its Member States impacting developing countries, and what can be done to avoid negative spillover effects?

The speaker panel consists of:

Martin Brehm Christensen: Author of ActionAid’s new report on how to conduct spillover analyses to assess how one country’s tax rules impact other countries, and in particular developing countries. The report will be launched at the event.

Mr Sanjeev Gupta, Deputy Director of the Fiscal Affairs Department of the International Monetary Fund (IMF), who will speak to the IMF’s work relating to the Addis Agenda, as well the spillover analysis on international taxation, which IMF produced in 2014.

Ms Luckystar Miyandazi, Africa Institutions Programme, European Centre for Development Policy Management, European Centre for Development Policy Management, who will speak about the challenges developing countries are facing in their fight against international tax dodging.

Ms Erica Gerretsen, Head of Unit for Budget Support and Public Finance Management, Directorate-General for International Cooperation and Development , who will speak about the work of the European Commission.

The debate takes place in room D5 and will be open to all participants attending the European Development Days.
