Invitation to tender for the provision of printing services & related services and accessories for European Network on Debt and Development

The European Network on Debt and Development (Eurodad) intends to issue a contract for the provision of print services to support the work of its Brussels-based office. To this end, Eurodad cordially invites your submission of a proposal to provide this service.

 

Please ensure that you read all the documents attached and that you fully understand the requirements.

It is expected that the selection of the preferred service provider, following an assessment of all the tenders submitted, will be made by the end of November 2017.

 

The closing time and date for the receipt of tenders is 27th October 2017. Submissions outside this deadline will not be accepted. All proposals are to be submitted in the same format as this invitation tender document and sent via email.

I Introduction

 

Eurodad (the European Network on Debt and Development) is a network of 46 civil society organisations (CSOs) from 19 European countries, which works for transformative yet specific changes to global and European policies, institutions, rules and structures to ensure a democratically controlled, environmentally sustainable financial and economic system that works to eradicate poverty and ensure human rights for all.

II Conditions of tendering

 

Deadline

Proposals must be received by 27th October 2017.

 

Correspondence

Communications relating to the tender must be addressed to the person identified in the covering letter accompanying the tender.

 

Right to reject all tenders

Eurodad is under no obligation to accept any tender.

 

Power to accept part of tender

Eurodad may, unless the tenderer expressly stipulates to the contrary in the tender, accept whatever part or parts of it the organisation decides.

 

Confidentiality

Tenderers must treat the Invitation to tender and all associated documentation supplied by Eurodad as confidential.

 

Prices

Tendered prices must be in Euros and exclusive of any VAT or local duty tax, where this exists it must be indicated. Eurodad does not bind itself to accept the lowest or any tender, and reserves the right to accept a portion of the tender, unless the tenderer expressly stipulates otherwise on his tender.

 

Contract means the contract for the supply and acquisition of the Services.

 

Services means the services described in the invitation to tender.


Approach

The supplier will liaise with the Communications team to produce and deliver required items.

 

It is expected that the selection of the preferred service provider, following an assessment of all the tenders submitted, will be made by the end of November 2017 at the latest. The successful tender will be expected to enter into a formal contract with Eurodad. Eurodad will not be liable for any costs incurred in the submission of any proposal.

  

III Information to be included in the proposal

 

3.1. Experience

 

3.1.1. Provide samples to demonstrate experience in printed materials particularly for the charity or not-for-profit sector. Those without this experience should submit examples of work for corporate clients. We are particularly interested in samples of posters, booklets, flyers, brochures and annual reviews/reports.

 

3.1.2. Provide details of your experience designing printed products with complex design

 

3.2. Management Proposal

 

3.2.1 Outline how you would make sure you are able to commit enough time to a Eurodad project to see it through to completion

 

3.2.2. Outline how you would prioritise Eurodads projects with projects you are managing for other clients.

 

3.2.3. Describe what Eurodad could expect in terms of account management.

 

3.2.4.Describe the level of input you would expect from a client in terms of assigning a brief and working with the client through to the final design.

 

3.3. Financial Proposal

 

3.3.1.For design work, please outline details of how you allocate fees, e.g. per hour / per day / per project.

 

3.3.2. Describe any other options or services available to Eurodad that would help reduce costs further.

 

3.4. Quality

 

3.4.1. Is your Organisation ISO 9002 accredited? What other quality standards does your company adhere to?

 

3.5. Range of Services

 

3.5.1. Provide a list of the products and services available.


3.5.2. Describe any other services available to Eurodad that are free of charge.

 

3.5.3.Describe any services that you are unlikely to undertake yourselves and would outsource to a third party in relation to this tender.

 

3.6 Other

 

3.6.1. Please detail any benefits you feel your company can offer Eurodad which differentiates you from those of your competitors as well as any other information you believe will assist Eurodad in making its decision and which relate to this invitation to tender but which have not been covered above.

  

IV Award criteria

 

Award of the Contract shall be based on the following criteria:

 

Service Delivery Issues

 

·      Evidence of your ability to deliver effective, high quality printed materials that are suitable for purpose and strongly reflect the design brief

·      Ability to offer the appropriate service at an economically advantageous price to Eurodad

·      Overall service your company is able to provide to Eurodad

·      Key strengths; details of any services that are unique to the service provider

  

Price

·      Cost breakdown

·      Additional services that the service provider would be willing to provide Eurodad at no cost
