Invitation to tender for the provision of a report micro website for European Network on Debt and Development

The European Network on Debt and Development (Eurodad) intends to create a one-page microsite to publish its Stop Tax Dodging Report. To this end, Eurodad cordially invites your submission of a proposal to set up the report website.

Please ensure that you read all the documents attached and that you fully understand the requirements.

It is expected that the selection of the preferred service provider, following an assessment of all the tenders submitted, will be made by the end of October 2017.

The closing time and date for the receipt of tenders is 18th October 2017. Submissions outside this deadline will not be accepted. All proposals are to be submitted in the same format as this invitation tender document and sent via email.

I Introduction


Eurodad (the European Network on Debt and Development) is a network of 46 civil society organisations (CSOs) from 19 European countries, which works for transformative yet specific changes to global and European policies, institutions, rules and structures to ensure a democratically controlled, environmentally sustainable financial and economic system that works to eradicate poverty and ensure human rights for all.

II Conditions of tendering



Proposals must be received by 18th October 2017.



Communications relating to the tender must be addressed to the person identified in the covering letter accompanying the tender.


Right to reject all tenders

Eurodad is under no obligation to accept any tender.


Power to accept part of tender

Eurodad may, unless the tenderer expressly stipulates to the contrary in the tender, accept whatever part or parts of it the organisation decides.



Tenderers must treat the Invitation to tender and all associated documentation supplied by Eurodad as confidential.



Tendered prices must be in Euros and exclusive of any VAT or local duty tax, where this exists it must be indicated. Eurodad does not bind itself to accept the lowest or any tender, and reserves the right to accept a portion of the tender, unless the tenderer expressly stipulates otherwise on his tender.


Contract means the contract for the supply and acquisition of the Services.


Services means the services described in the invitation to tender.



The supplier will liaise with the Communications team to produce and deliver required items.


It is expected that the selection of the preferred service provider, following an assessment of all the tenders submitted, will be made by the end of October 2017 at the latest. The successful tender will be expected to enter into a formal contract with Eurodad. Eurodad will not be liable for any costs incurred in the submission of any proposal.



III Information to be included in the proposal


3.1. Experience


3.1.1. Provide samples to demonstrate experience of designing, developing and maintaining websites, particularly for the charity or not-for-profit sector. Those without this experience should submit examples of work for corporate clients. We are particularly interested in samples of report / campaign one-page websites.


3.1.2. Provide details of your experience designing websites with interactive elements (interactive maps, downloadable factsheets, etc).


3.2. Management Proposal


3.2.1 Outline how you would make sure you are able to commit enough time to a Eurodad project to see it through to completion.


3.2.2. Outline how you would prioritise Eurodads projects with projects you are managing for other clients.


3.2.3. Describe what Eurodad could expect in terms of account management.


3.2.4.Describe the level of input you would expect from a client in terms of assigning a brief and working with the client through to the final delivery.


3.3. Financial Proposal


3.3.1.Please outline details of how you allocate fees, e.g. per hour / per day / per project.


3.3.2. Describe any other options or services available to Eurodad that would help reduce costs further.


3.4. Quality


3.4.1. Is your Organisation ISO 9002 accredited? What other quality standards does your company adhere to?


3.5. Range of Services


3.5.1. Provide a list of the products and services available.

3.5.2. Describe any other services available to Eurodad that are free of charge.


3.5.3.Describe any services that you are unlikely to undertake yourselves and would outsource to a third party in relation to this tender.



3.6 Other


3.6.1. Please detail any benefits you feel your company can offer Eurodad which differentiates you from those of your competitors as well as any other information you believe will assist Eurodad in making its decision and which relate to this invitation to tender but which have not been covered above.

Award of the Contract shall be based on the following criteria:

      Evidence of your ability to deliver clear, intuitive and high quality website that is suitable for purpose and strongly reflect the brief.

      Ability to offer the appropriate service at an economically advantageous price to Eurodad.

      Overall service your company is able to provide to Eurodad.

      Key strengths; details of any services that are unique to the service provider.



      Cost breakdown

      Additional services that the service provider would be willing to provide Eurodad at no cost.



Appendix 1


Please complete the table and estimate costs for the following services.

While the site content will be the responsibility of Eurodad, it is envisioned that the successful agency will play a role in shaping how content can be presented in a friendly, accessible manner.


The report will be published in the beginning of December 2017, therefore the website must be ready by the end of November 2017. Eurodad expects the appointed developers to be able devote sufficient resources to the project to meet this timescale, and contracts will include financial penalties for late delivery.


General requirements

The web site must be built using a capable and adaptable Content Management System and with attention to flexible information architecture and simple, adaptable design.

Functional requirements

1.    Wordpress based CMS, including

1.1. Ability for editors to use the CMS easily (e.g. WYSIWYG interface) and add, edit and format content

1. 2. Ability to edit metadata for SEO
1.3 Ability to upload pdf documents in different sections and on the main page.

1.4. Ability to upload and display multimedia content such as videos, podcasts and images.

1.5.  Social media linking – twitter widgets, sharing functionality

1.6. Full integration with Google Analytics.

1.7. Responsive design.

1.8. Newsletter subscription form.


2. The website must comply with the EU Cookie Law.
